V1.3.1 The present document provides specification of the DEN basic service, which is in support of the RHW application. More specifically, the present document specifies the syntax and semantics of the "Decentralized Environmental Notification Message" (DENM) and the DENM protocol handling. The DEN basic service may be implemented in an vehicle ITS-S, a road side ITS-S, a personal ITS-S or a central ITS-S
