This IRS replaces UIC Leaflet 734 titled "Adaptation of safety installations to high-speed requirements", first issued July 1986 and revised in January 2004.
UIC Leaflet 734 primarily set out the requirements imposed by operations, rolling stock, and fixed installations on safety installations for high speeds, the adaptation of these installations to such requirements, and the compatibility of systems for international traffic, mainly for use by European railway undertaking.
This IRS focuses on modern train control systems (TCS) and centralised traffic control (CTC), providing solutions for safety installations applicable to, or required by, high-speed railways (HSR) worldwide.

This IRS specifies the operational, functional, and technical requirements, together with proven solutions for HSR safety installations. It is divided as follows:
- Chapter 1 introduces the context, objectives, and prior knowledge.
- Chapter 2 outlines the overall requirements, including the operational and functional requirements, for HSR signalling safety installations, i.e. TCS and CTC.
- Chapter 3 describes the technical requirements for TCS.
- Chapter 4 describes the technical requirements for CTC.

The technical requirements provide detailed descriptions divided into three categories: basic functions, core functions, and optional functions.
